The Bina Program was a joint initiative of the Libyan Program for Reintegration and Development (LPRD), the Islamic Development Bank (IsDB) and the Statistical, Economic and Social Research and Training Centre for Islamic Countries (SERSIC).

Bina Programme is a joint initiative of the IsDB and SESRIC aims to help fragile states such as Libya to overcome challenges that they face, most importantly rebuilding their Human Capacity and Institutions on foundations of Professionalism, Efficiency, Transparency and Good Governance. The Programme includes a number of projects and initiatives to enhance capacity building of national institutions in order to generate a constructive environment for a comprehensive socio-economic development.
